Neighbourhood Policy 2026

Earlier this summer, we invited customers to take five minutes to complete a short survey about our neighbourhood policy.

The policy sets out how neighbourhoods are managed, how customers are supported to feel safe and proud of where they live, and how issues such as estate management, community standards, environmental quality, antisocial behaviour, communication and customer involvement are addressed. The consultation was designed to ensure customers had the opportunity to comment on the policy before it is reviewed and updated.

To help us gather as much feedback as possible, we took the survey on the road and visited rural schemes in Probus, Port Isaac, South Molton, Filleigh and Winkleigh. We also spent time at independent living schemes in Plymouth, Bideford and Northam, as well as a supported housing scheme in Exeter. At each location, we spoke with customers to hear their thoughts and opinions.

We received around 430 responses from customers across Devon and Cornwall, and we really appreciate everyone who took the time to tell us what matters most in their local area. 

The survey results show that many customers are broadly satisfied with their neighbourhoods, particularly in areas where recent investment has been visible. However, there are recurring concerns that are consistent across estates, property types and locations. 

The feedback highlighted some clear priorities, with parking, grounds maintenance and antisocial behaviour emerging as the main issues customers would like us to focus on. It also shows that customers care strongly about where they live and want well maintained neighbourhoods where people can feel safe and part of a strong community. 

We are now carefully reviewing each response. What customers have shared will help shape the next review of our neighbourhood policy and ensure we focus on the issues that matter most to the communities we serve. Surveyor with customer and Westard gazebo at event
